What happened

The Xiongnu invaded the border and killed Ang, Commandant of Beidi; three generals were deployed to Longxi, Beidi and Shangjun; the emperor meant to campaign in person but was stopped by the Empress Dowager. (Book of Han (Hanshu), Imperial Annals 漢書卷004 文帝前元十四年冬)
